Do you need a license for a scooter?

Scooters have been a popular mode of transport in Ukraine for many years. They are economical and compact, which makes parking and storage easier, and they are also simple to operate. They are so easy to use that it is common to see teenagers and people who do not have a driving license or any driving experience riding them. This is due to the fact that many scooter owners are still unsure whether a license is required for this type of transport. This question arises from the widespread belief that a small engine capacity does not require a driver’s license. In reality, traffic rules and legislation clearly define requirements for operating two-wheeled vehicles. Therefore, it is important to examine this issue in more detail and understand which license categories are required for scooters.

Do you need a scooter license in Ukraine?

First of all, a driver’s license is indeed required, but not for all types of two-wheeled transport. The requirement depends on technical specifications. The category also varies depending on engine displacement:

  1. A1. This category is required for scooters with an engine capacity under 50 cc.
  2. A. This category is required for scooters, mopeds, and motorcycles with an engine capacity over 50 cc.

For models with an engine capacity under 50 cc, a license is not required. This also applies to mopeds. It is often said that mopeds do not require a license. To clarify whether this is true or not, it is important to understand the difference between a scooter and a moped. Visually, there is a difference: mopeds have a more open structure, the frame resembles a bicycle, and they are lighter. However, to determine whether a license is required, the key factor is the engine capacity.

Do electric scooters require a license?

Electric two-wheeled transport should be considered separately. It is commonly believed that scooters with electric engines do not require a driver’s license. However, this also depends on technical specifications:

  • motor power: if it exceeds 3 kW, a driver’s license and vehicle registration are required;
  • maximum speed: if the vehicle can exceed 25 km/h, a driver’s license is also required.

Even if an electric scooter looks like a motor scooter externally, this does not mean a license is not required. The key factor is the technical specifications. If motor power exceeds 3 kW, it is recommended to enroll in A or A1 driving training and obtain a driver’s license.

When scooter registration is required

In addition to a driver’s license, in some cases it is necessary to complete state registration of the vehicle. The obligation to register depends on engine capacity or power (for electric models).

After registration, the owner receives:

  • vehicle registration certificate;
  • technical passport;
  • license plate.

It is important to note that a vehicle can only be registered to an adult. The procedure requires an ID card or passport, a tax identification number, and proof of ownership (invoice or sales contract).

Risks and responsibility for riders of two-wheeled transport

Riding a scooter without a driver’s license or without documents confirming that a license is not required based on technical specifications is a violation of the law. Such actions result in administrative liability:

  • fine;
  • vehicle detention;
  • temporary ban on riding the scooter.

A rider who has not completed training for category A or A1 often lacks sufficient skills for safe vehicle operation. In addition to legal responsibility, there are more serious risks — such as causing accidents due to violations of traffic rules. To avoid this, it is necessary to undergo proper driving training.

Where to get a scooter license

You should contact a driving school that provides a comprehensive approach to training. Independent preparation or learning from friends is not always sufficient for passing the exam. You can obtain a license in Kyiv at the Pilot driving school. To get a license, you must complete training that includes theoretical and practical parts.

The theory covers traffic rules, features of operating two-wheeled transport, and basic first aid. During practical lessons, students learn how to operate the vehicle and perform various maneuvers. Training starts on a closed practice track and continues in real urban conditions to gain real experience.
